Russia and North Korea Strengthen Security Ties: Shoigu’s Strategic Visit to Pyongyang

In a significant move highlighting the growing alliance between Russia and North Korea, top Russian security official Sergei Shoigu arrived in Pyongyang on March 21, 2025. This visit marks another step in the deepening security cooperation between the two nations. Shoigu plans to meet North Korean leader Kim Jong Un.

A Warm Welcome in Pyongyang

Upon arrival, senior North Korean government officials and Russia’s ambassador to Pyongyang, Alexandr Matsegora, greeted Shoigu and his delegation. This warm reception underscores the importance both countries place on their strategic partnership.

Shoigu, a former Russian defense minister, has previously visited North Korea. These visits often occurred when North Korea was preparing to deploy troops to support Russia in its conflict with Ukraine. U.S., Ukrainian, and South Korean officials report that North Korea has sent over 10,000 troops to Russia’s eastern Kursk region.

They also report that North Korea has supplied heavy weapons, including artillery and ballistic missiles.

In return, North Korea is believed to have received military technology, civilian technology, and economic assistance from Moscow. Despite these reports, neither Pyongyang nor Moscow has officially acknowledged the deployment of troops and weapons.

However, both nations continue to implement a strategic partnership treaty signed in June 2024, which includes a mutual defense pact.

Shoigu’s visit is seen as a reinforcement of the strong ties between Russia and North Korea. It highlights the mutual benefits each country derives from this partnership, ranging from military support to technological exchanges. As global tensions continue to rise, this alliance could have significant implications for international security dynamics.
