
India’s New BHIM-UPI Incentive Scheme: A Game-Changer for Small Merchants
The Big Move Towards a Cashless Future
In a bold step to push India towards a cashless economy, the Government of India has launched a new incentive scheme for low-value BHIM-UPI transactions. This initiative, set to run from April 1, 2024, to March 31, 2025, comes with a hefty budget of ₹1,500 crore. But what does this mean for small merchants and the average citizen? Let’s dive in.
What’s in It for Small Merchants?
The scheme zeroes in on Person to Merchant (P2M) transactions up to ₹2,000. Small merchants will enjoy a zero Merchant Discount Rate (MDR) and an additional incentive of 0.15% on each transaction. This means more money in their pockets and a smoother transition to digital payments. Large merchants, however, won’t be receiving any incentives, making this a clear win for the little guys.

How Does the Incentive Work?
For every transaction up to ₹2,000, small merchants get a 0.15% incentive. Larger transactions? No such luck. The scheme will disburse 80% of the claim amount to acquiring banks without any conditions.
The remaining 20% hinges on banks meeting specific performance criteria, like maintaining a technical decline rate of less than 0.75% and a system uptime of over 99.5%. This ensures that the payment services remain reliable and efficient.
