Kuwait’s New Travel Rule for Expats: Over 35,000 Exit Permits Issued in Days

Kuwait has introduced a new rule for expats working in the private sector. Starting from July 1, 2025, expats must get permission from their employers before traveling abroad.

In just a few days, over 35,000 exit permits have already been issued under this new rule.

Why This Rule Was Introduced

This rule is part of a larger plan to improve Kuwait’s labor and residency system. The initiative is led by Sheikh Fahad Al Yousuf, the First Deputy Prime Minister and Minister of Interior.

The goal is to:

  • Keep proper records of expats
  • Prevent misuse of travel privileges
  • Make sure both workers and employers follow the rules

How the New Exit System Works

The new exit permit system is completely digital, available 24/7, and designed to be easy to use. Expats can apply online using:

  • Sahel mobile app
  • Ashal manpower portal
  • Sahel Business or Ashal Corporate (for employers)

Once the employer approves the travel request, the exit permit is issued immediately. It’s valid for 7 days and can be shown digitally or printed.

If the worker cannot apply online, the employer can do it for them.

Steps to Apply for an Exit Permit

  1. Log in to the Sahel or Ashal app
  2. Fill out the form with your personal and travel details
  3. Send it to your employer for approval
  4. Once approved, download or print the permit
  5. If denied, file a complaint with the labour relations department

Expats are advised to apply early to avoid last-minute issues.

Worker Rights Are Protected

If an employer unfairly denies or delays approval, the expat has the right to complain. There is no limit on how many times a worker can apply for a permit in a year, as long as the employer agrees.

Officials say the new rule protects both employers and employees and helps maintain legal order.

This change is not just about paperwork. It’s a part of Kuwait’s bigger plan to:

  • Improve digital systems
  • Ensure fair treatment for all workers
  • Prevent illegal travel or job misuse
  • Strengthen the employer-employee relationship

Over 35,000 exit permits in a few days show that many expats are already using the new system successfully.

Kuwait’s new exit rule may seem strict, but it is designed to be fair, fast, and easy. It gives employers more control and ensures workers’ rights are protected. With apps available 24/7 and clear support channels, the system aims to make travel approvals smooth and safe for everyone.
