India’s New BHIM-UPI Incentive Scheme: A Game-Changer for Small Merchants

The Big Move Towards a Cashless Future

In a bold step to push India towards a cashless economy, the Government of India has launched a new incentive scheme for low-value BHIM-UPI transactions. This initiative, set to run from April 1, 2024, to March 31, 2025, comes with a hefty budget of ₹1,500 crore. But what does this mean for small merchants and the average citizen? Let’s dive in.

What’s in It for Small Merchants?

The scheme zeroes in on Person to Merchant (P2M) transactions up to ₹2,000. Small merchants will enjoy a zero Merchant Discount Rate (MDR) and an additional incentive of 0.15% on each transaction. This means more money in their pockets and a smoother transition to digital payments. Large merchants, however, won’t be receiving any incentives, making this a clear win for the little guys.

How Does the Incentive Work?

For every transaction up to ₹2,000, small merchants get a 0.15% incentive. Larger transactions? No such luck. The scheme will disburse 80% of the claim amount to acquiring banks without any conditions.

The remaining 20% hinges on banks meeting specific performance criteria, like maintaining a technical decline rate of less than 0.75% and a system uptime of over 99.5%. This ensures that the payment services remain reliable and efficient.

Why This Matters

This scheme is more than just about giving incentives. It’s about changing how money moves in India. Small merchants will see faster cash flow and better access to credit, while citizens will enjoy easy payment options without extra charges. The plan supports the government’s goal of reducing cash use and pushing digital payments everywhere.

Goals and Objectives

The main aim is to boost the homegrown BHIM-UPI platform and hit a transaction target of ₹20,000 crore in 2024–25. The scheme also wants to bring digital payments to rural areas with new and easy-to-use payment methods, making sure everyone can join the digital economy.

A Look Back: The Journey to Digital Payments

Encouraging digital payments has always been a key part of India’s plan to include more people in the financial system. Earlier, the government removed fees for RuPay Debit Cards and BHIM-UPI transactions to push digital payments. This new incentive scheme takes those efforts further, helping the payment system grow even more.

Financial Allocations: Investing in the Future

Over the last three years, the government has spent a lot on these kinds of schemes. Payments for RuPay Debit Cards and BHIM-UPI transactions have gone up, showing how important digital payments are becoming for the economy.
