Between 1998 and 2015, $21 trillion in unexplained adjustments were logged in US federal accounts—mainly in the Departments of Defense and Housing. One former Bush-era official claims that money was not just “lost.” It was spent on something extraordinary: doomsday bunkers.
Catherine Austin Fitts, who once served as Assistant Secretary of Housing and Urban Development under George H.W. Bush, says that hidden funds were used to build 170 underground and undersea bunkers. These secret shelters, she claims, are meant to save the global elite from climate collapse or other doomsday events.

Her claims gained traction during a podcast appearance with Tucker Carlson, where she suggested the bunkers are linked by hidden transit lines and powered by “secret” energy technologies. She even pointed to recent UAP sightings as indirect evidence.
But there’s a big problem: there’s no hard proof.
Fitts bases her theory on a 2017 report by economist Mark Skidmore. He found $21 trillion in “unsupported” adjustments in US accounts. For example, the Army logged $6.5 trillion in changes with no explanation—despite having an annual budget of just $122 billion. That’s not an accounting error; that’s a black hole.
While some call it a cover-up, others call it creative bookkeeping. The Department of Defense has long struggled with transparency and failed audits. But does that mean they built 170 elite bunkers? Not exactly.
Former housing official claims the U.S. gov has secretly diverted $21 trillion to build an underground ‘city’ network for the rich & powerful in a “near-extinction event.”
Catherine Austin Fitts suggests some of these bases are located under the ocean.

Still, there is a growing bunker boom.
Companies like SAFE are already selling luxury bunkers to billionaires. One project, called Aerie, plans to house 625 elites underground near Washington. The price per person? A casual $20 million. It includes AI-powered medical care, IV therapy, a bowling alley, and a cold plunge spa.
According to Bloomberg, tech tycoons like Peter Thiel have bunkers in New Zealand. Mark Zuckerberg is reportedly building a compound with a private underground shelter in Hawaii. So, while Fitts’ theory may be far-fetched, the ultra-wealthy preparing for global collapse? That part is very real.
Fitts, however, has a controversial past. She’s promoted conspiracy theories about vaccines, mind control, and global surveillance. That casts doubt on her credibility—but it doesn’t mean all her concerns are fiction.
As author Douglas Rushkoff puts it:
“Billionaires are not building bunkers because they’re paranoid.
They’re building bunkers because they no longer believe the system can be saved.”
So maybe the wildest part of this story isn’t the secret tunnels or alien tech. It’s the uncomfortable truth that the rich are preparing to escape a world the rest of us still have to live in.
